TARIFF

The two components of the overall tariff

  • the monetary compensation tariff, which is partially remitted to municipalities to defray the costs of selective collection, but which is also used to pay the management allowance to be paid to RECYC-QUÉBEC as well as RecycleMed's operating costs ;
  • the tariff related to municipal compensation for advertising placement.

Breakdown of tariff

Under the new scheme, the rate of compensation payable to municipalities, which was 50%, increased to 70% in 2010, 80% in 2011, 90% in 2012 and finally 100% in 2013 and subsequent years . The amount of the annual compensation due to municipalities and allocated to the "newspapers" category for the years 2010 to 2014 is 10.4% and may not exceed the following amounts:

  • for the year 2010: $ 2,660,000 (in advertising placement)
  • for the year 2011: $ 3,040,000 (in advertising placement)
  • for the year 2012: $ 3,040,000 (advertising placement)
  • for the year 2013: $ 6,460,000 (in cash and advertising placement - maximum advertising: $ 3,420,000)
  • for the year 2014: $ 6,840,000 (in cash and advertising placement - maximum advertising: $ 3,420,000)
  • for the year 2015: $ 7,600,000 (in cash and advertising placement - maximum advertising: $ 3,800,000)
  • for the year 2016: $ 8,360,000 (in cash and advertising placement - maximum advertising: $ 3,800,000)
  • for the year 2017 (proposed rate - to be approved by the government): $ 9,196,000 (in cash and advertising placement - maximum advertising: $ 3,800,000)

The following rates have been established to cover the annual compensation due for the years 2010 to 2017:

  • 2010: Price in cash (per metric tonne) = $ 3.45, Tariff in advertising placement (municipal compensation) = $ 19.58
  • 2011: Price in cash (per metric tonne) = $ 4.07, Tariff in advertising placement (municipal compensation) = $ 22.38
  • 2012: Price in cash (per metric tonne) = $ 4.15, Tariff in advertising placement (municipal compensation) = $ 22.38
  • 2013: Price in cash (per metric tonne) = $ 27.07, Tariff in advertising placement (municipal compensation) = $ 26.42
  • 2014: Price in cash (per metric tonne) = $ 34.57, Tariff in advertising placement (municipal compensation) = $ 30.73
  • 2015: Price in cash (per metric tonne) = $ 49.04, Tariff in advertising placement (municipal compensation) = $ 39.73
  • 2016: Price in cash (per metric tonne) = $ 61.88, Tariff in advertising placement (municipal compensation) = $ 45.28
  • 2017: Price in cash (per metric tonne) = $ 93.89, Tariff in advertising placement (municipal compensation) = $ 59.90

 

From 2010 to 2012 inclusive, the contribution payable in cash covers the indemnity to Recyc-Québec and the operating costs. From 2013 to date, the cash prize always includes the Recy-Québec allowance and RecycleMédias operating expenses, to which is added a portion of the municipal compensation payable in cash.

Until 2013, the amount of metric tonnes used to calculate the contribution owed by each newspaper owner for each of these three (3) years is that of 2010. Since 2014, the amount of metric tonnes used To calculate the contribution owed by each journal owner is that of the year preceding the year of the tariff.
